The Active Start Plan 25 contains a $0 deductible and a $6,000 out-of-pocket limit. There is no lifetime maximum for this plan.  For office visits, members make a flat $25 copayment The Active Start Plans by Blue Shield of California are attractive because they feature low copayments for generic prescription drugs, and no annual deductible. For other medical services, members are responsible for 40% of the negotiated rate, with the exception of preventive care. Preventive services are covered 100% by Blue Shield. Prescription drug coverage is for both generic and brand name medications. Members make a $10 copay for generic drugs, and a $35 copay for brand name drugs
